Heavenly Restriction for SVM Powers

Primarily bug fixes and balancing nerfs:

1. Mana drain no longer brings you into the negatives
2. Flash step can no longer pass through walls
3. Halved strength attribute and Concussion Blitz damage
4. Flash step now only gives you Speed effect in the last tiers
5. Buffed Ground Smash damage and made it fall off with distance
6. Overall better logic with the functions
