Cobbledex for REI / EMI / JEI

• Texture-only Pokemon forms no longer surface as first-class CobbleDex entries - REI, JEI, EMI, form pages, reverse lookups, and supporting reference pages now share one material-form policy so cosmetic variants stay collapsed unless they have real player-facing differences such as spawns, stats, moves, drops, evolution, obtainment, riding, typing, or abilities

• Added source-tier tracking for major CobbleDex data domains so diagnostics can report whether current data came from server sync, runtime data, jar/datapack fallback, or bundled defaults
• Expanded /cobbledex diagnostics output with data source status, obtainment source counts, material-form counts, material-form reasons, and collapsed-form examples
• Added focused common-module tests for source precedence and material-form policy behavior
• Updated README, contribution templates, and docs around the viewer-native CobbleDex operating model, REI/JEI/EMI parity, player-truth data precedence, and material-form policy
