SpawnDataIndexAPI stable for REI, JEI, EMI, diagnostics, exports, and page builders - Moved derived index rebuilding for reverse evolutions, drop lookup, TM lookup, species sorting, and evolution-form backfills into a dedicated builder with focused unit coverage
- Added a read-only snapshot query layer for species lookups, jobs, riding data, TM learners, fossils, material-form decisions, and surfaced-form filtering so future viewer and page rewrites can stop depending directly on mutable singleton state
