Craftable Gunpowder balanced
This is a more balanced way of crafting gunpowder in vanilla. Primarily for Vic's Point Blank mod in my Modpack Simplex Modern Survival for small arms ammo.

- changed the gunpowder crafting recipe to only require 4 potassium nitrate.
- Reduced smelting and blasting times for potassium nitrate by %50.
- Tuff can now be turned into potassium oxide powder
- It felt too grindy in play testing with the default random tick speed due to the sugar taking too long to grow.
