Quality Commands

Lots of changes! more features to an extreme level! (look at it for them)

/particlev Acts like regular particle command with an extra argument, which adds constant velocity to the particles spawned. Good for plumes of fire and other stuff like that.

And more! (I actually don't even remember all the stuff I added. There's a LOT.)
