Peculiar Peppers

CHANGED:

• Chili Peppers now only generate in Savanna and Meadow biomes
• Generation rate of Chili Peppers reduced significantly, making them much less ridiculously common (but still entirely renewable)
• Fully-grown Chili Peppers now have a 2% chance of also dropping a Mild Chili Pepper; this doesn't affect the base drops (Chili Peppers that are 85.14% grown still have a 50% chance of dropping a Mild Chili Pepper in place of a normal Chili Pepper)
