修复部分药水伤害来源不为玩家的BUG

负载药水的范围伤害现在不会对伤害来源的实体生效

Fixed a bug where the damage source of some potions is not from the player

The range of damage caused by the loaded potion will no longer be effective on the entity of the damage source

新物品：万能药水附魔瓶（universal potion bottle）

1.它可以让你批量操作副手物品的药水附魔，每级药水附魔消耗一瓶

2.它很好看，它在测试中，如果有BUG请向我反馈，也可以跟我提任何GUI相关的建议

1. It allows you to batch apply potion enchantments to items in your off-hand, consuming one potion per level of enchantment

2. It looks nice, it's currently in testing. If there are any bugs, please report them to me

将1.20.1-1.7.1的内容移植到1.18.2

Port the content from 1.20.1 to 1.18.2

整理配置类，并添加新配置项：

1.可调整战利品表生成终极药水护符的概率

2.可控制装备的药水附魔等级上限（不影响终极药水护符）

3.把通过Forge事件系统实现的独立药水附魔tooltip改为通过mixin实现

Organize configuration classes and add new configuration items:

1. The probability of generating the ultimate potion talisman from the adjustable loot table

2. Can control the upper limit of equipment's potion enchantment level (does not affect the ultimate potion talisman)

3. Change the independent potion enchantment tooltip implemented through the Forge event system to be implemented through mixins
