Sizzle-Free Shulkers

Adds a new Netherite Shulker which can be crafted in a smithing table with an undyed, regular shulker box, a netherite upgrade template, and a netherite scrap.

This shulker box is called a Netherite Shulker, and has all of the functionality of a regular shulker box. It is now immune to burning in fire, soul fire, and lava.
