Spectral Arrows Glow

The last update fixed flickering, but made all potion effect particles invisible. This update makes it so only the potion effect particles from spectral arrows are invisible.

On some graphics setups, the previous version would cause spectral arrows to emit strobing particles instead of invisible particles.

Bugs Fixed: Some particles (i.e. Bubble Column) were no longer rendering with the Resource Pack enabled.
