Legacy backend release for older Spigot/Paper servers.

Added separate legacy backend jar for Minecraft 1.16.5 - 1.19.4.
Added Java 17 compatible build output.
Added the same core anti-bot engine used by the modern backend line.
Added repeated /register secret wave detection without storing plaintext passwords.
Added quarantine, challenge, liveness, cooldown, and operator command support for legacy servers.

Changed

Legacy support is now shipped as a separate artifact: voxa-aegis-legacy-0.3.jar.
Compiled against legacy Spigot API compatibility target.
Uses api-version: 1.16.

Fixed

Prevents installing the modern Paper jar on older server lines.
Keeps legacy compatibility separate from the modern 1.20 - 1.21.11 backend jar.

Notes

Requires Java 17.

Fixed Sponge packaging so the core engine is included in the jar.
Added baseline tests to prevent broken configuration and persistence behavior.

Do not present Sponge as equivalent to the Paper-family runtime.
Recommended metadata should be conservative and tied to the Sponge API line rather than the broad 1.20 - 1.21.11 package.
