Secondary backend release for Folia servers.

• Added Folia-compatible quarantine flow.

• Added Folia state persistence and housekeeping.
• Added config and listener smoke test coverage.

• Version metadata is now 0.3.
• Release artifact is now named voxa-aegis-folia-0.3.jar.
• Folia runtime now uses Folia-safe scheduling paths where needed.
• Core logic is shaded into the jar for standalone deployment.

• Fixed earlier incomplete Folia packaging.
• Fixed missing quarantine release/admin flow.
• Fixed missing post-join liveness coverage on Folia.

Notes

• Minecraft support target: 1.20 - 1.21.11.
• Folia support is less mature than the Paper-family runtime.
• Use Paper/Purpur/Pufferfish if you want the primary tested line.
